Open call under the Town twinning between Turkey and the EU II - Twinning for a Green Future Grant Scheme

An invitation to apply for the second phase of the Town twinning between Turkey and the EU II - twinning for a Green Future Grant Scheme with a total budget of EUR 2.5 million.

The main goal of the program, which will be implemented in the period 2022-2023, is to enhance sustainable and permanent dialogue between Turkish and EU local authorities and strengthen their capacity for the purposes of climate and environment-based actions.

 In the first phase of the Town Twinning between Turkey and the EU Grant Scheme, 23 joint projects were implemented between 2018-2020. More information about the programme and completed projects is available at https://www.yereldeab.org.tr/towntwinning/Home.aspx

At least 60,000 and up to EUR 100, 000 grant support will be provided to the projects jointly developed by municipalities, special provincial administrations (SPAs). Departments of Investment Monitoring and Coordination (DIMCs) in Turkey and local authorities in EU member states. Three priority areas are identified under the grant scheme:

Development of local plans, strategies, roadmaps and/or preparation of decision-making tools (modelling, impact and vulnerability analysis, etc.) with regard to climate change.
Enhancing the capacity of local authorities and enabling the exchange of adaptation know-how and experience among local authorities within Turkey and/or the EU for the creation and/or implementation of climate change adaptation technologies and systems.
Raising public awareness on climate and environment-related issues, particularly actions targeting children and youth.

The deadline for submitting applications by mail, courier or on-site at the Ministry of Treasury and Finance - Central Finance and Contracts Unit is March 1, 2022, 5:00 p.m. (local time).

The European Union's Twinning Programme is an initiative of the European Commission, originally set up to help candidate countries acquire the necessary skills and experience to adopt, implement and enforce Community legislation. Since 2003, the programme has also been available for some of the newly independent countries of Eastern Europe and the countries of the Mediterranean region.

Twinning projects bring together public sector experience in the Member States and beneficiary countries to improve cooperation. They must lead to concrete operational results for the beneficiary country, in accordance with the terms of the Association Agreement between that country and the EU.
